A mid to late game civic Theocracy has a nice boost to happiness and stops the spread of non-state religions but it's real strength comes from the unlimited Priest and two free experience points. With the right wonders and civics Priest can provide a significant bonus to every city. Additionally Theocracy is one of the only three civic that provides experience to every unit.
