Without this flag being set, bInvestigate winds up being nearly useless as you would only be allowed to spy on people with whom you have good diplomatic relations (and thus open borders). But it can also be useful without any other flags to add abilities in just letting you freely reveal the map, or if used on a transport unit, to mobilize settlers or other units through unfriendly, but not quite dangerous, territory.
